Terms & Conditions

All terms and conditions apply to all parts of the platform, so; by creating your account/profile; you are confirming your full acceptance of the terms and conditions that apply.
These terms and conditions are mentioned and stated in details; to govern your access and use of Ra'ed Platform, including any content, functionality and services offered on or through. 
We reserve the right to make changes to any of the Platform's services, policies, terms and conditions at any time. 
Users will be subjected to the terms, conditions, policies and terms of use that are in effect at the time of use of the Platform's services. 
In the event that any of these terms of use is null or void for any reason, this condition shall be deemed independent and shall not affect the validity of the remaining conditions..

Exclusive Restrictions

The Site/platform, -including its general layout, design and content-, is exclusively owned by DGS and ADYC, and is protected by copyright and trademark law. 

Users have no right, and specifically agree not to do the following with respect to the Site/platform or any part, component or extension of it (including its mobile applications): 

  • Copy, transfer, adapt, modify, distribute or reproduce it, in any manner;
  • Reverse assemble, decompile, reverse engineer or otherwise attempt to derive its source code, underlying ideas, algorithms, structure or organization;
  • Modify or create derivative works;
  • Remove any copyright notice, identification or any other proprietary notices, or;
  • Use the Site/platform in any manner that could damage, disable, overburden or impair it, or interfere with any other users’ enjoyment of it. Users also agree not to permit or authorize anyone else to do any of the foregoing.

Key Terms

  • DGS: Department of Government Support
  • ADYC: Abu Dhabi Youth Council
  • Ra'ed: the project that is owned by Abu Dhabi Youth Council, and the Department of Government Support in the Emirate of Abu Dhabi
  • Platform Management Team: the dedicated team from all partners to work on the platform, receive requests, review applications, and follow up throughout the process until completion
  • Service providers: are freelancers, remote professionals, MSME’s that are selling their services and skills to the clients
  • Clients/entities: are users who purchase services and/or projects on Ra'ed Platform.
  • Profile: is the homepage created by users, where they publicize their services and allow clients to review and pick from
  • Custom Offers: are exclusive proposals that a service provider can create in response to specific requirements of a client. OR: are requests made by a client to receive a Custom Offer from a service provider.
  • Orders/contracts: are the formal agreement between a client and a service provider after a purchase was made from the service provider’s profile.

General Terms & Conditions

  • Ra'ed 'Abu Dhabi Freelancing Platform' shall be deemed a passive platform (gives information to the user but does not allow any interaction) that does not give rise to personal jurisdiction over DGS and ADYC, either specific or general, in jurisdictions other than the United Arab Emirates.
  • If any provision of the aforementioned Terms and Conditions is deemed invalid by a court of competent jurisdiction, the invalidity of such provision shall not affect the validity of the remaining provisions of these Terms and Conditions, which shall remain in full force and effect.
  • Users warrant, represent and undertake that they have full personal and legal capacity to accept these Terms and Conditions, and shall -at all times-, fully comply with all applicable laws, statutes and regulations, including, without limitation:
  • anti-bribery, anti-corruption, export control and sanctions laws;
  • consumer protection laws; and
  • VAT laws and other applicable taxes;
  • Visa or MasterCard debit and credit cards in AED and USD will be accepted for payment, and this is depending on the agreement between the clients and the service providers
  • Users are responsible for maintaining their confidentiality of their own accounts/profiles.
  • DGS and ADYC are not responsible for the privacy policies of websites to which it links. If users provide any information to such third parties different rules regarding the collection and use of personal information may apply. users should contact these entities directly if they have any questions about their use of the information that they collect.
  • All transfer and assignment of intellectual property to the Buyer shall be subject to full payment and the delivery may not be used if payment is cancelled for any reason.
  • Service providers must be 21 years old and above to use the platform freely, if they are younger and wish to use the platform, they must have a guardian to submit an undertake to adhere to all terms and conditions mentioned 
  • The Platform Management may amend or add to these terms and conditions at any time and it is not obligated to notify participating entities or freelancers thereof.
  • The Platform Management owns all intellectual property rights of the Platform. All published materials are subject to copyright laws. All these rights are reserved.
  • Service providers are responsible for any activity that occurs under their username.
  • The information that the Service Providers or Clients chooses to publish on the Platform (such as photos, videos, texts, reviews and services) shall not be treated as private or personal information, but it shall be treated like information that is published electronically.
  • The Platform may use the information to contact the Service Providers or Clients to provide notices related to activities or offer a promotion or general updates.
  • It is not permitted to post content or items in inappropriate categories or areas on the Platform by the user (Service Providers or Clients).
  • Do not violate any laws of our policies such as the Code of Conduct.
  • The Clients must make sure that payments have been made successfully for the services provided to it as per the agreed terms and regulations, and as what the government is applying
  • Costs of projects and services, and how to impose the fees depend on the type of estimated budget of the project, and entities rules and regulations
  • Payment for extra/overtime work must be made separately (with a new offer) according to the client’s requirements/request. However, the client must notify the service provider of any amendments, changes or additional work prior to a minimum of 3 working days of the final delivery date. If there is a change after the period of delivery of the project, a new purchase order shall be submitted.
  • Payment mechanism is based on the agreement of both the service providers and the clients, the service providers have the right to propose the phases of the payments they wish to receive, and the entity have the flexibility to agree or not, depending on the rules and regulations used
  • Do not post incorrect, inaccurate, misleading, deceptive, defamatory or offensive content (including personal information).
  • Do not take any action that would undermine the comments or reputation systems (such as presentation, import or export the information of comments or using it for purposes not related to the platform).
  • Do not transfer the user account (Service Providers or Clients) including comments and username to another party without our consent.
  • Do not distribute viruses or any other technologies that may damage the accounts, platform, interests or property of the users of the Platform (including their intellectual property rights, privacy and publicity rights) or illegal, threatening, abusive and defamatory or involve privacy, vulgar, obscene, desecration, harassment, inconvenience or incitement to anyone.
  • Do not attempt to modify, translate, adapt, edit, compile or disassemble any engineering medium or any software that we use in the Platform.
  • Clients must fulfill their orders, and may not cancel orders on a regular basis or without cause. Cancelling orders will affect the client’s reputation and status.
  • Service providers gain account statuses (Levels) based on their performance and reputation. Advanced levels provide their owners with benefits, including offering services for higher prices than others from the same field.
  • All users undertake to comply with Ra'ed Platform Community Standards, which are a set of behavior rules and guidelines, applicable to the community and marketplace in addition to these Terms and conditions, as updated from time to time.
  • Accounts and/or users may be removed from the platform for violations of these Terms and conditions, which may include (but are not limited to) the following violations and/or materials:
    o Illegal or Fraudulent services
    o Copyright Infringement, Trademark Infringement, and violation of a third party's terms of service 
    o Spam, nonsense, or violent or deceptive materials
    o Reselling of regulated goods
    o Offering to prepare selective works on behalf of chosen providers
    o Services that extend beyond 30 days of service duration
    o Exceedingly low quality service providers
  • Users who have violated our Terms and conditions, and/or our Community Standards and had their account disabled may contact our Customer Support team for more information surrounding the violation and status of the account.
  • Ra'ed is open to everyone. Discrimination against a community member based on gender, race, age, religious affiliation, sexual preference or otherwise is not acceptable and may result in the suspension/removal of your account.

Violation of any of these terms will result in the termination of your account in Ra'ed Platform. You understand and agree that DGS and ADYC cannot be responsible for all the Content posted on the web site and you agree to use the service at your own risk.

Terms & Conditions of Service Providers

Ra'ed is all about helping service providers leverage their skills. We seek to empower top performing service providers with helpful tools to grow their business. Moreover, whenever a service provider delivers on time and maintain high quality and ratings, we may reward them with new statuses, special opportunities, benefits, and tools that come with it.

  • Should be a UAE national.
  • The Platform Management may refuse to register what it deems inappropriate to use in the Platform. 
  • Do not post any content that is inappropriate for the content of the Platform. 
  • Do not copy or modify any information that was previously published on the Platform. 
  • Do not publish any content that may violate the laws applicable in the United Arab Emirates. 
  • The Platform may require personal documents such as a copy of the passport and ID card to verify of the identity of the user before allowing the completion of the use of the Platform. 
  • The Platform Management is entitled to disclose your identity to any third party or legal or governmental entities, which claim that any content you are posting or downloading is violating the intellectual property rights, privacy or applicable law. 
  • The Platform Management is entitled to delete any of your posts on our platform if it breaches our terms. 
  • If the service provider fails to complete the project or cancel it after agreeing with the entity without any justification, and without informing the Platform management team; their account will be suspended temporary for one month. If the same behavior is repeated by the same service provider, then their account will be permanently canceled. 
  • The service provider has the right to cancel the project/task in any of the following events:
    • If the service provider is unable to complete the project due to justified and approved circumstances
    • In case of the change of the scope of work after issuing the work order officially in written
  • The service provider’s rating is calculated based on the order reviews posted by clients or entities.
  • High ratings allow service providers to obtain advanced levels. In certain cases, exceedingly low ratings may lead to the suspension of the service provider’s account. 
  • Service providers are required to have an appropriate image related to the service offered. An option to upload two additional images are available to all service providers. Service providers must deliver the same quality of service as shown on their images. Recurring deliveries that don’t match the quality shown on the images may lead to the service provider’s account losing their status or becoming permanently disabled. 
  • Service providers who cannot maintain their high quality service, experience a severe drop in ratings, or stop delivering on time risk losing their status and the benefits that come with it. For example, late deliveries, warnings to the service providers account and cancellations can cause a service provider to move to a lower Level. 
  • Service Providers can send Custom Offers addressing specific requirements of a Client. 
  • Custom Offers are defined by the Service Provider with the exact description of the service, the price and the time expected to deliver the service. 
  • Service providers are required to meet the delivery time they specified when creating their task details. Failing to do so will allow the client to cancel the Order when an Order is marked as late, and this may harm the service provider’s status and level of performance.

Disclaimer of the Service Providers 

When the Service Providers use the Platform, the client must review the posts of many Service Providers, and from different sources. The Platform Management team is not responsible for the accuracy, usefulness and reliability of these posts or its intellectual property rights.

Furthermore, the client must know and acknowledge that it may review the inaccurate, offensive, defamatory, inappropriate or disgraceful posts of Service Providers. The client agrees to waive under this document of any legal or fair rights or any actions that have been taken or to be taken against us. 

The Platform Management team has the right to review the posts of Service Providers and depend on our absolute discretion to edit or delete in whole or in part any post at any time and for any reason. But, this is not limited to the foregoing, when we receive a notice from a Service Provider or Customer alleging that one of the posts does not subject to the Terms and Conditions, we shall have the right to investigate of what was alleged and provide a report according to our absolute discretion whether the post should be deleted without prior notice.

Terms and Conditions of Entities/clients 

  • Assure the availability of the budget for the any purpose of purchases before placing orders to any of the service providers registered in the platform.
  • To fairly deal with the service providers and to apply the principle of equality.
  • To avoid the conflict of interests and disclose of any relationship that may relate them with the service providers, if any.
  • The entity wishing to seek the assistance of nationals having expertise and skills specialized in a particular activity shall consider the submitted purchase orders and determine the orders in which the service providers can be used by referring to the Ra'ed platform and then placing the scope of work and the time period required to complete on the platform.
  • Each entity is fully responsible for identifying the specifications of the desired work, conducting the technical and the completion evaluation, and issuing the acceptance certificates as per their own rules and regulations, with a condition not to bypass the law applied in the government of Abu Dhabi.
  • The payment shall be made to the service providers after the full completion of the work, taking into account the ability to recover the amount if the contract is canceled.
  • The party requesting the project has the right to cancel the project in any of the following events:
    • No offers were submitted as per the deadline.
    • No written contract signed with the service providers.
    • If the service providers fail to deliver the required documents according to the contract and the agreed period.
  • Ra'ed retains the right to use all publicly published delivered works for Ra'ed marketing and promotional purposes, whenever needed.
  • Clients may request a specific service from any of the registered service providers based on their profiles.
  • Clients are free to participate, publish projects, review service providers’ profiles, and discuss the requirements of any project, at any time.
  • Once order is confirmed, client’s orders will be created and given a unique serial order number, to be easily tracked.
  • An Order is marked as “Complete” after it is marked as “Delivered” and then accepted by a client. An Order will be automatically marked as “Complete” if not accepted and no request for modification was submitted within 3 working days after the Order was marked as Delivered.

Responsibility of DGS and ADYC towards the Service Providers and Clients

We shall make our best endeavor to ensure providing services suitable to the clients and Service Providers. However, and given to the nature of the Internet network, this cannot be fully guaranteed. 
In addition, your access to the Platform's services may be suspended or prohibited from time to time in order to allow making some repairs, maintenance or providing new facilities or services. We shall work to reduce the level of frequency and duration of suspend or ban.

The Platform is not responsible for the delay or failure of the clients or Service Providers on a project within the scope of the Platform under these conditions if the delay or failure occurred as a result of any reason beyond the scope of our reasonable control. This condition does not prejudice your legal right.
All users understand that when using Abu Dhabi Freelancing Platform "Ra'ed", DGS and  ADYC will not be responsible for the accuracy, usefulness, safety, or intellectual property rights of or relating to such User Submissions. 
Users also further understand and acknowledge that they may be exposed to User Submissions that might be inaccurate, offensive, indecent, or objectionable. they also agree to waive, and hereby do waive, any legal or equitable rights or remedies they have or may have against DGS with respect thereto, and agree to indemnify and hold Ra'ed, its Owners/Operators, affiliates, and/or licensors, harmless to the fullest extent allowed by law regarding all matters related to the use of the platform.

Reviews

  • Feedback reviews provided by clients while completing an Order are an essential part of Ra'ed’s rating system. Reviews demonstrate the clients’ overall experience with the service providers and their delivered service. clients are encouraged to communicate to the service providers any concerns experienced during their active order in regards to the service provided, in order to avoid any similar act in future purchases.
  • Leaving a client’s feedback is a basic privilege of a client. Feedback reviews will not be removed unless there are clear violations of our Terms and Conditions, and/or our Community Standards.
  • To prevent any misuse of our Feedback system, all feedback reviews must come from legitimate sales executed exclusively through Abu Dhabi Freelancing Platform "Ra'ed", from users within our Community (and as verified by the platform management team). 
  • Feedback comments given by clients are publicly displayed on a service provider’s profile page.
  • Work Samples are the delivered images and videos sent to a client in a delivery message. Work Samples are added to a service provider profile page.
  • Responding and posting a review: Once work is delivered, the client has 3 working days to respond. If no response is provided within the response period, the Order will be considered completed and approved.
  • Users are allowed to leave reviews on Orders up to 10 working days after an Order is marked as complete. No new reviews may be added to an Order after 10 working days.
  • Service providers may not solicit the removal of feedback reviews from their clients through mutual cancellations.

User Conduct and Protection

Ra'ed enables people across the Emirate of Abu Dhabi to create, share, sell and purchase nearly any service they need at an unbeatable value. Services and projects offered on Ra'ed Platform reflect the diversity of an expanding economy. 

Ra'ed maintains a friendly, community spirited, and professional environment. Users should keep to that spirit while participating in any activity or extensions of any service and/or project. 

To report a violation of our Terms and Conditions and/or our Community Standards, User Misconduct, or inquiries regarding your account, please contact our Customer Support team at any time.

If you come across any content that may violate our Terms and conditions and/or our Community Standards, you should report it to us through the appropriate channels created to handle those issues as outlined in our Terms and Conditions. All cases are reviewed by our Trusted and Dedicated team fairly. To protect individual privacy, the results of the investigation are not shared. 

If any of the service providers believe that their work has been copied in a way that constitutes copyright infringement, or intellectual property rights have been otherwise violated, they can send us the following information, and the trusted and dedicated team will investigate the matter:

  • An electronic or physical signature of the person authorized to act on behalf of the owner of the copyright or other intellectual property interest;
  • A description of the copyrighted work or other intellectual property that you claim has been infringed;
  • A description of where the material that is claimed is infringing is located on our site; service provider’s address, telephone number, and email address
  • An undertake that states a good faith belief that the disputed use is not authorized by the copyright owner, its agent, or the law;
  • An undertake that states under penalty of perjury, that the above information in the Notice is accurate and that you are the copyright or intellectual property owner or authorized to act on the copyright or intellectual property owner´s behalf.

Non-Permitted Usage

  • Inappropriate Behavior & Language - Communication on Ra'ed should be friendly, constructive, and professional. Ra'ed condemns bullying, harassment, and hate speech towards others. We allow users a medium for which messages are exchanged between individuals, a system to rate orders, and to engage on larger platforms such as our Community Forum and Social Media pages.
  • Phishing and Spam – Users’ security is a top priority. Any attempts to publish or send malicious content with the intent to compromise another member’s account or computer environment is strictly prohibited. Please respect our members privacy by not contacting them with offers, questions, suggestions or anything which is not directly related to their profiles or orders.
  • Privacy & Identity - You may not publish or post other people's private and confidential information.. Service Providers further confirm that whatever information they receive from the clients, which is not public domain, shall not be used for any purpose whatsoever other than for the delivery of the work to the client. Any users who engage and communicate off of Ra'ed will not be protected by our Terms and Conditions.
  • Authentic Ra'ed Profile - You may not create a false identity on Ra'ed. misrepresent your identity, create a Ra'ed profile for anyone other than yourself (a real person), or use or attempt to use another user’s account or information; Your profile information, including your description, skills, location, etc., while may be kept anonymous, must be accurate and complete and may not be misleading, illegal, offensive or otherwise harmful. Ra'ed reserves the right to require users to go through a verification process in order to use the Site (whether by using ID, phone, camera, etc.).
  • Intellectual Property Claims - Ra'ed will respond to clear and complete notices of alleged copyright or trademark infringement, and/or violation of third party’s terms of service. 
  • Fraud / Unlawful Use - You may not use Ra'ed for any unlawful purposes or to conduct illegal activities.
  • Multiple Accounts - To prevent fraud and abuse, users are limited to one active account. Any additional account determined to be created to circumvent guidelines, promote competitive advantages, or mislead the Ra'ed community will be disabled. Mass account creation may result in disabling of all related accounts. Note: any violations of Ra'ed Terms and Conditions and/or our Community Standards is a cause for permanent suspension of all accounts.
  • Targeted Abuse - We do not tolerate users who engage in targeted abuse or harassment towards other users on Ra'ed. This includes creating new multiple accounts to harass members through our message or ordering system.
  • Selling Accounts - You may not buy or sell Ra'ed accounts.

Confidentiality

Service providers should recognize that there might be a need for clients to disclose certain confidential information to be used by Service providers for the purpose of delivering the ordered work, and to protect such confidential information from unauthorized use and disclosure. 
Therefore, service providers agree to treat any information received from clients as highly sensitive, top secret and classified material. Without derogating from the generality of the above, service providers specifically agree to:

  • maintain all such information in strict confidence; 
  • not disclose the information to any third parties; 
  • not use the information for any purpose except for delivering the ordered work; and 
  • not to copy or reproduce any of the information without the client’s permission.

Ownership and limitations

  • In no event shall Ra'ed, its officers, directors, employees or agents be liable to you for any direct, indirect, incidental, special, punitive, or consequential damages whatsoever resulting from any of the following events:
    • Errors, mistakes or inaccuracies of content,
    • Personal injury or property damage, of any nature whatsoever, resulting from users access to and use of our website.
    • Any unauthorized access to or use of our secure servers and/or any and all personal information and/or financial information stored therein.
    • Any interruption or cessation of transmission to or from our website,
    • Any bugs, viruses, Trojan horses, or the like, which may be transmitted to or through our website by any third part, and or.
    • Any errors or omissions in any content or for any loss or damage of any kind incurred as a result of users use of any content posted, emailed, transmitted, or otherwise made available via the Ra'ed Platform. The foregoing limitation of liability shall apply to the fullest extent permitted by law.
  • When purchasing a service/project on Ra'ed -unless clearly stated otherwise on the service provider’s profile page/description-, when the work is delivered, and subject to payment, the client is granted all intellectual property rights, including but not limited to, copyrights for the work delivered from the service provider, and the later waives any and all moral rights therein.
  • All transfer and assignment of intellectual property to clients shall be subject to full payment for the service providers and the delivery may not be used if payment is cancelled for any reason.
  • For removal of doubt, in custom created work (such as art work, design work, report generation etc.), the delivered work shall be the exclusive property of the client, and service provider assigns all rights, title and interest in the delivered work.
  • For Voice Over freelancers, when the work is delivered, and subject to payment, the client is purchasing basic rights, (which means the client is paying a one time fee allowing them to use the work forever and for any purpose except for commercials, radio, television and internet commercial spots).
  • If you intend to use the Voice Over to promote a product and/or service (with the exception of paid marketing channels), you will need to purchase the Commercial Rights through the same freelancer with an additional amount to be paid accordingly.
  • If you intend to use the Voice Over in radio, television and internet commercials, you will need to purchase the Full Broadcast Rights through same freelancer with an additional amount to be paid accordingly.
  • Furthermore, users (both Service Providers and Clients) agree that unless they explicitly indicate otherwise, the content users voluntarily create/upload to Ra'ed Platform, including: texts, photos, videos, usernames, user photos, user videos and any other information, including the display of delivered work, may be used by Ra'ed for no consideration for marketing and/or other purposes.

USERS SPECIFICALLY ACKNOWLEDGE THAT RA'ED SHALL NOT BE LIABLE FOR USER SUBMISSIONS OR THE DEFAMATORY, OFFENSIVE, OR ILLEGAL CONDUCT OF ANY THIRD PARTY AND THAT THE RISK OF HARM OR DAMAGE FROM THE FOREGOING RESTS ENTIRELY ON USERS (SERVICE PROVIDERS AND CLIENTS).

User Submissions

Ra'ed site/platform may now or in the future permit the submission of videos, images or other communications submitted by both clients and service providers, in addition to other users and the hosting, sharing, and/or publishing of such User Submissions. 

In connection with User Submissions, users further agree that they will not:

  • submit material that is copyrighted, protected by trade secret or otherwise subject to third party proprietary rights, including privacy and publicity rights, unless they are the owner of such rights or have permission from their rightful owner to post the material
  • publish falsehoods or misrepresentations that could damage the reputation of Ra'ed
  • submit materials that is unlawful, obscene, defamatory, libelous, threatening, pornographic, harassing, hateful, racially or ethnically offensive, or encourages conduct that would be considered a criminal offense, give rise to civil liability, violate any law, or is otherwise inappropriate;
  • post advertisements or solicitations of business;
  • Impersonate another person ID.

Sharing Information with Others

We do not share any personal information outside of Ra'ed Platform except in certain circumstances, including but not limited to:

  • When allowed to share the information, such as when you:
    • Elect to share personal information with third party, partners and providers listed on our Sites, so they can send back information, offers and promotions about their products and services;
    • Choose to share personal information with third parties or their sites or platforms, such as when sharing one of our posts to the social media feed;
    • Use third-party features on our Site, such as commenting features run by third-parties;

Please note that once personal information that is shared with another company, the information received by the other company becomes subject to its privacy policies and practices.

  • When we cooperate with other companies, such as our partners, to offer joint products and services to users, or when such partners sponsor or participate in our events and conferences;
  • When our service providers are providing services on our behalf. For example, we may use an outside platform to host portions of our site or to provide certain features, or we may use a credit card processing company to bill for services clients purchase.
  • To enforce our terms, agreements, policies or rules, to help protect the security, integrity and availability of our or another party's products, systems and services; to exercise or protect the rights, property (including intellectual property), or safety of Ra'ed Platform, our users, or others; to comply with legal requirements; or in other cases if we believe in good faith that disclosure is required by law; and
  • In connection with a sale, divesture, or transfer of Ra'ed Platform, or any combination of its products, services, assets, affiliates, and/or businesses. 

We may also share non-personally identifiable information and aggregate information (such as anonymous usage data, referring/exit pages and URLs, platform types, number of clicks, etc.) for other business purposes. 
For instance, we may share aggregate reports with interested third parties to help them understand the usage patterns for the Ra'ed Platform certain services or for our sites or those of our partners. 

Data Retention

How long we keep the personal information we collect depends on the type of information, the purpose for which it is used, how sensitive it is, and similar factors. 
In general, we will retain users personal information for the length of time reasonably needed to fulfill the purposes outlined in this Terms and Conditions (including for as long as needed to provide users with products and services), unless a longer retention period is required or permitted by law. 
We will also retain and use your information for as long as necessary to resolve disputes and/or enforce our rights and agreements.

Disputes & Cancellations
